That panel looks pretty pitted. If it were me I'd hit it with an 80 grit pad on a DA and see what that does. I'm sure it's gonna leave some deep pits - so finish it off with a 36 grit grinding disc in the areas needed then go back to the 80 DA before building it up with some primer. Go easy using the 36 grit disc - use the flat surface not the edge of the disc to prevent sanding too deep. Also keep the pad moving - don't stay in one place too long.

if it was in my shop i would spot blast it . you can buy little spot sand blasters for cheap . its always best to remove the rust by blasting it rather than trying to sand or grind it off . by sanding and grinding you will also be removing metal making the panel thinner . if you leave even one little pit of rust it will come back making all your hard work point less . after its sand blasted spray a coat of chromated etch primer on it then do your body work over the top of that . its more than ok to do fill work over a etch prime just sand the etch primer with a 180 grit paper .
