Correct orientation of rear AC bracket brace washers

The rear AC bracket (picture below) has "two step" washers, with a smaller and a larger diameter. Like this:



The bracket in question is number 17 in the picture below from the PET. The washers in question are number 26 in this picture:



The PET depicts these as small side up, but I'm wondering if that is actually the intended orientation, or if they just showed it that way in the PET so you could see the small side.

Here they are on my engine with the small side up and the larger side underneath the shroud. You can see that this is lifting the shroud off the engine a bit. It will let air escape and distort the shroud:



Here they are again with the small side down. You can see that the shroud sits nicely on the engine. I think this is how it is supposed to be.
