Considering the age, these clocks are very reliable and accurate.
Mine is from 09/73 and still going strong.

Capacitors with bulging tops should be replaced, evidence of drying out/low resistance/short circuit. At the price, just replace them anyway.

Great info. The VDO clock out of my 1988 911 hasn't worked since I bought the car. I replaced the two 100 uf capacitors, $ 1.49 ea at radio shack. Works like new. Thanks

It is probably a solenoid that advances the gear one pulse per second. With no power cause the capacitors won't store any it only half way does it.
