Mine doesn't have the crest on it, but I have a very similar bag that came with my car. It was holding my air compressor, some scraps of canvas to repair the cabriolet top, and the latex gloves. I don't know if that's what it was designed for, though.

Looks like it would slide right over the front of your hood - even has the slot on the back side for the latch.
