Horn sounds funny! 85 911

sounds as though my horn is only half working...not getting the full sound.
Had the steering wheel off and then it started to sound bad..loud but not a full pitch.
Noticed my Slip ring was worn...would this make a difference in the sound?
OR the Horn Contact?

Horn contact wire at the wheel creates a ground path that picks up a relay in the fuse panel that feeds both horns on the same wire.
If it picks up, it is working. Check the horns themselves.

You may have lost one of the horns high or low. Check the wiring at the horns

Since I had taken The wheel off to check the reason for the wheel being loose.. could it be something under the horn pad on steering column?

Read my edited post above for clarity.
Ground the brown wire to the horn directly to test if it is working properly.
If not, check the horn wiring.
