Why doesn't porsche build a flat 8

They did. 1961 804 F1 car was the first, subsequently used in the 904, 718, 910, 907, 909. Then they made a less high-strung version for the 908.

Not much they haven't done! A flat 16 in 1969 , good for 800hp ; with a hairdryer it was surmised 2000hp was possible. That is something to think about in a world goggleyed over the Veyron...
