Early Coupe Reproduction Parcel Shelf (1965-1973)

After being hounded for years we have finally reproduced the Rear Parcel Shelf for early (1965-1973) Coupes. It looks and fits just like the original and includes the metal bar with the seat retention snaps (see Pics). These are nice! I have a question and apologize in advance if it's a dumb one. The rear shelf in my coupe has two tie-down brackets on the rear shelf. I see there are no pre-drilled holes on the reproductions. How does one get the placement of the four holes for the screws for these brackets right, risk free? I would really hate to drill 16 holes in the new shelf trying to get this right... Thanks for any advice.

Finding the Strap holes....
The opening for the screws is a large rectangle in the backer (see pic attached). Once installed you can find the nuts with your hand and poke a little hole in the vinyl just large enough for the screws.
