Help ID this part blocking access to Targa Bar bottom bolts

Please see an attached pic of the passenger side rear wheel well where I came across this cannister shaped part blocking access to the targa bar bolts.


Is this the charcoal cannister that filters fuel vapors? If so, can I readily remove this without difficulty? (no fuel spill?) Thanks in advance!
