San Diego Cam Timing Adjustment. Can anyone help?

I'm installing PMO's, and the engine is on a stand right now. I'm under a tight deadline, and was just told today that I needed to set my Cam timing to 1.5mm TDC overlap lift, but that's beyond my mechanical (and tool) scope.

Any chance anyone has the tools and the know how to help me out with this?

Yea, I'm talking to Jae. He's suggesting I don't need to change the timing.
