This is a rare factory option full rubber whale tail for as I believe it was for an early Euro 911 Weissach models exclusively for Euro ,UK, Aussie, and Japan - mostly for turbo models. Very few exist on this planet! This was a prototype before SC models until then improvised for a later model fiberglass whale tail with outer rubber lips.

You can read for further info. on this particular type full rubber whale tail history from Porsche factory; i.e. everyone has different views and opinions on which year as a correct model and applications, etc. And, as far as it goes, I was told by some experts in the Porsche world says it was for a 1978/79 911 as a correct year & model application, so you be the judge.
