Hard Starting 76 2.0 w/FI

When my car is cold it takes two or three starts before the idle will hold. It fires right up each time but then dies quickly. After the third start it will idle well but if I try to give it some throttle too soon it wants to die again. After it is warm the car idles just fine although the RPM's briefly dip way down and then pop back up to normal. Am I looking at a new cold start valve or ????
