Wiper speed and wiring question

My wipers work at 1 speed. 1 click up, they turn on, then next click up, they turn off... so I fundamentally have two off positions with the on being in the middle.

I had to take my tank and fix my fresh air blower so I took the opportunity to check out the wiper wiring. There is 1 wire not connected to anything. It's a brown wire with black lines. Is that supposed to connect to something? I don't see anywhere it can slip onto and it was taped off either by the previous owner or the body shop when they painted my car.

Any assistance is appreciated.

The brown/black is for the intermittent wiper relay which was sold as an option. It's part of the main loom from '73 onward but taped up unless you have the intermittent relay socket and extension harness.

In short, the brown/black wire is not your problem ...

It would sound to me like a switch problem in the stalk/steering column area, no?

Yeah, I was thinking it's the switch but didn't know how to test it, so I guess I'll fiddle with it
