Question Emergency brake

Got the brake off of the pivot. At the bottom of the handle there is a rivet or stud the holds the cable to the handle. How does this sud come out? I removed the clip from the back of it so I figure it can't be a rivet. Why put a holding clip on the rivet? Does this thing have to be drilled out or just some good whacks with punch and hammer? Thanks for the help.
Also, any good suggestions on how to remove old carpet glue?

not to sure about the "p brake" but the carpet glue comes up really easy with a heat gun and a metal scrapper of some sorts.
