Bench testing fuel gauge

How do I bench test a fuel gauge to see if it is working?
(Long version: gauge always reads empty and does not move. I checked (and repaired) the sending unit, but it had no affect on the gauge. The gauge is getting power from the red wire. I took the gauge out of it's housing and inspected it and I couldn't find any obvious problems. Therefore I am thinking the problem is either the gauge itself or the wiring from the sender to the gauge. How do I independently test the gauge itself?)

Ground the sender terminal on the gauge and it should read full.
