A few odd things with my car
I was putting new injector seals on last weekend and noticed that the tip (little hat that houses the injector pin) on one of the injectors spun pretty freely but none of the others did at all. Are the tips on these supposed to move at all?
Also, in the MAF as well as the tube connecting the MAF and throttle body, there was an oily residue. Felt like there was something else in it as well. Any ideas? Thanks

Seals wear out over time, you can replace them cheap.
Oily residue was probably oil. - normal for 83 AFJuvat

I did replace the seals. Didn't make much of a difference. THe engine still surges a bit at a constant throttle, as well as at low RPM. I can also still smell fuel when I have the windows down. It isn't really there with them up (weird) I checked the lines and they are all good. Would the regulator be the next logical step?

If you smell fuel its probably not the FPR. You need to trace the fuel lines and find the source. Engine Fire!!!!!!!!!!!!!
