I'd say it's the brake cylinder. It's right on the brake booster under the resovoir. It's an easy swap and should fix the problem. It'll cost you less than $100 and about an hour of time using tools you should have.
1. drain cylinder and remove all hoses going to it 2. remove 2 or 3 bolts holding it and the resovoir to the Master Cylinder. 3. put in new cylinder 4. hook up "bleeding hoses" and bleed cylinder (to do this I recommend mounting it to the Booster and pumping the brake pedal - much easier 5. install hoses on new cylinder and replace fluid.

A good time to remind everyone to change your brake fluid every three years or so. Brake fluid absorbs water and eventually the moisture will cause rust.

I don't know guys, being able to "pump up" the brakes sounds a lot like air in the lines to me. Did you do a thorough bleed after your last brake work?

IMHO on an old car with questionable history, if the pedal has ever gone to the floor the MC is toast, if it isn't now it will be. the seals ride over a corroded portion of the bore and get all kinds of torn up.
