Timing bet tension with 9201

I've just received the 9201 tool today (thanks to many944s for loaning it ). I was looking over the instructions and it says to set the tension to 1.6 +/- 0.3 for a used belt. Isn't 2.7 +/- 0.3 the correct tension? . Is 1.6 from the factory manual?

4.0 +/- .3 for new belt
2.7 +/- .3 for used belt

As per factory manual.
