timing belt tension spec.

What is the tension for the timing belt and balancing shaft belt? I am not in pocession of the German tool, but I have the Cricket tool.
The JA who did the belts last had the tensioner idler swapped. I kept hearing a belt whine that would not go away. The belt was being shredded into bits.

Used belt or retension (1500 miles) 37-38lbs

Ballance belt 27-28lbs
