Heater/ A/C Blower motor

My heater will not blow any air out of the vents with the switch in any position. I have checked all the wires and get aprox 5v 9v 12v through the switch. The ground is good and I even cleaned the switch. Does the A/C use the same blower as the heater? My A/C blows air just fine.

the heater blower is separate from the A/C and is under the plastic cover under the hood up near the windshield. There is a resistor under there as well for the two slower speeds. Maybe it's just the fuse or the relay is bad.

Here's a diagram for an 84.

The resistor dries out and goes bad, but it's an easy fix. You'll have to cut the squirrel cage (fan cover) sealant to get the cover off. Also, the fan switch fails, too. You'll still get good voltage and ground, but the switch won't close the circuit for you.

Looks to me like its probably the resistor, Now how do I go about fixing it?

Edit: Its the switch, jumped the pins and fan runs at all 3 speeds.
