need help w/ pressurizing intake manifold

I could use a little help. I made a manifold pressurizer out of a universal fuel filter and some 1/2" hose w/ an air fitting. I set the pressure to a shade over 15PSI and clamped the filter to the boot after removing the AFM. The question I have is:

Air is coming out of the oil fill tube. Is this normal?

The car has been running like S--- and I have done the normal:
New plugs, cap, fuel filter, drained the tank and checked the strainer, etc. It idles but has no power (barely runs) until around 3K then it catches. I have maybe 15K on new OE injectors, new plug wires, AFM seems fine when I move the barn door. It acts like a large vacuum leak except the idle is decent.

Any input would be greatly appreciated

Steve

As for pressurizing the manifold, I am unconvinced it is possible with the camshaft installed.
