Ok.... What is this.....
Both have cut and taped wires. What do these do and why would someone ant them disconnected?

oh. that explains the light on the dash. I always thought these were something else. Why cut them?

The sensors are one time use, rather than replace them they opted to just bypass them. The correct way to do it with keeping the light out on the dash is to connect the two leads together.
