Idle Issue

I have an 85 1/2 that idles around 1200-1400 RPMs. It starts a little rough at first then runs strong. I replaced all of the vacuum lines and it didn't help. The adjustment screw at the throttle body is all way out and the cable isn't too tight. Any suggestions on what to look at? Thanks!

Idle air controller. Under intake, passes air around throttle body during warmup. Sounds to be stuck open.
