cant get both side's of timing belt to be tight????
 
I tighten the belt, and the belt in between the crank and cam pulley is tight as i turn the crank clockwise but as soon as I turn it counterclockwise it loosens, then the bottom part of the belt is now tight. How do i get it tight all the way around?

Clockwise is the tension direction for the timing belt and the direction that the crank pulley pulls on the cam pulley to rotate it. I'm not sure what you are doing, but if you've overshot your mark for something that you are trying to line up, the best bet is to go around again. Or, if you're just off by a small amount, you can back it up a bit past the mark, and then go clockwise to hit the mark.

The mechanics of the belt tightening mechanism is such, that going CCW will cause the belt to loosen a bit. That is why you should always approach a particular position of the crank/cam with a CW rotation.

The belt will have a loose side if tensioned correctly Its not supposed to be tight all the way around

The eccentric needs to be turned counter clockwise. Leave the crank alone until it's time to rotate the motor two turns, and check it again.

It's an early car guys, doesn't have an auto tensioner.
