Wow.
U get fuel out with pump running and metering flap in fuel distributor pushed down. This is unless U have an electric fuel cutoff solenoid mounted on the FD. Depends what year car U got.

Only if the air flap in the fuel distributor moves (only what air is movin through the unit like when starting).
You'll need to pick up a book on Bosch CIS fuel injection and a CIS fuel pressure gauge set to correctly adjust and maintain the CIS system on your car. The Factory Service Manual and the Haynes manual are also good to have while working on the car.

I believe the 79 and up fuel pump relay looks for a pulse from the distributor before allowing the fuel pump to run. It may or may not run briefly when you turn the ignition on. I dunno. This is all for safety purposes.
