Dumb DME Question

I have a 1983 944 that has suddenly decided not to start. I believe it is in the fuel system since I am getting spark and tach bounce. I need to know a few things if possible. 1. Should the fuel pump come on when the key is turned to the ON position to pressurize the fuel system and then shut off until the car is started?. Mine is not coming on at all when I turn it to the ON position or it comes on and runs all the time in the ON position without the engine running and it is audibly loud (sounds sick). 2. Where is the DME fuel pump relay located on that car? 3. Can I get a relay at my local auto parts store so I don't have to order one or are the special and need to be ordered. I appreciate all the help. Trying to get it to the paint shop for her fresh coat of 2 stage Zermatt silver. Yeah!!!!

fuel pump doesnt turn on until you turn the key to crank the engine. in "ON" it doesnt run.
DME relay is above the fuse panel above your left foot. taller black relay that usually says "DME Relais"
