Smoke from Steering Column - Now Stuck on High Beams - Help

I have an '88 Carrera. Yesterday I tried to turn my high beams on and instead I was greeted with smoke from the steering column and a burning smell. Lights are now stuck on high, but turning signals are still working fine. I'm afraid to put much force on the switch to try to get it off the high beam setting (assuming that's even possible now). My guess is the switch has welded itself together.

I'm looking for some guidance here on how to go about fixing this. I'm not even sure how to go about removing the plastic cover to take a look. Any help/advice is appreciated.
