A/C clutch always engaged?

My compressor pulleys clutch remains constantly engaged, wether or not I have the A/C switched on. I know that it is supposed to cycle on and off when running the a/c but it should not engage at all with the a/c switched off. Why would it always be engaged? Faulty switch? Stuck Clutch mechanism? any other ideas? It's an '87

Unplug the wire going to the compressor clutch and see if that stops its rotation.

If not, then you have a bad/frozen clutch bearing.

.... you'd have a stuck front clutch hub.
The bearing is in the pulley.

OK, i did that. the pulleys are still turning. After spaying it with pb blaster and tapping it with a hammer, i was able to turn the inner pulley by hand but it had a good amount of friction still. What next?
