tensioner arm pivot bolt torque value
 
as some of you may have ssen from my earlier posts I am in the middle of replacing my water pump and timing belt ( 1986 32V). I had to order more parts, and my old tensioner arm pivot bolt was slightly worn, so i have a new one on order ( beter safe than sorry for 9 bucks) anyway i alredy got new bushings. my questions- do i put it together dry or do you grease the surface between the pivot bolt and the bushings? i know you need loctite on the threads since it goes into the aluminum water pump housing. what value do i torque it to?

also any opinions on putting the harmonic balancer back on. dry or some kind of lubricant? i figure if i lube it it would definately come off easier if i had to remove it soon, but after the lube is exposed to 4 years of heat, the lube may be like glue, making it harder to get off. thanks
