Do I remove this from the Plenum and see if fuel comes out?

yes, you could do that while cranking the engine.

have you verified the timing issue?

You can remove it to see, or remove one runner off the plenum and see if it's wet inside after a couple cranks. Personally it's easier to remove the first runner than to mess with the banjo fitting under the oil seperator hoses. You can disonnect the coil wire while you turn it over and you should see it spraying inside the plenum.

Ok, remove Runner 1 (left front) and I should be able to see the fuel spray while cranking?

yep, n2o is correct----(not easier on my engine 'cause I have silicone hoses on the tubes)

Correct, just make sure the coil is disconnected so you don't get a backfire with an open runner... BTW the cold start injector does not start pulsing until the starter is engaged.
