CIS CO and Timing Setting

I have an 83 SC USA motor with ROW CIS intake. Car is primarily used for DE. What is optimal CO and timing advance settings for best HP? Everything is stock except for GHL headers and muffler. Thanks in advance.

Thank you. I've been reading alot of your threads on the subject. Didn't know if these other variables would change what the book says. Glad to have your input.
