Cayenne S steering

I have a 2004 Cayenne S and the power steering is difficult when the car is stopped. The problem goes away when you start to move or the RPM increases beyond ~900RPM. Any thoughts?

Shouldn't be hard at all. My wife drives our V6 without any problems. Even when parking it , or stationary , she can turn the steering without much effort at all.

Front tyre pressures OK ???
