They have to say it was stolen or insurance can decline coverage. In the third world - err uk - the driver is insured rather than the car.

South Wales Police said that a 17-year-old male had been arrested in connection with aggravated vehicle taking and other driving offences.

I will bet who ever owns the car is also pretty aggravated.

Was added in the 80s after every chav in Christendom stole every damn RS Cosworth in the country to tool around in.
Allowed them to up the penalties.
