I’m buying a '73 911S not running
 
I found it or better it found me! a 1973 911S.
Now I need advice to make a fair offer.

Here is the scope after inspection:
•Overall condition I would rate 2-3 of 5 being perfect (with exception of engine)
•The engine does not run because of fuel issues. According to owner the issue is the fuel delivery pump not MFI?
•Little rust on the car, one rear fender had been replaced at one point, no holes in sills, floors or battery boxes.
•It has been repainted to original color once but no evidence of bondo
•Interior is shoot with broken carpet and split seem on seat
•Funky 70’s color with beige interior.

I like to get advice on the value. Thanks
