looks like a strut insert wrench if I am judging it's size correctly.
When I was a tech we had a few different styles for different brands of inserts rather than different brands of cars.

Like Porsche, Audi has a billion special tools. :)

The handle bends the wrong way for that I believe.

Finally hit me
 
It fits the front pulley on the diesel engines that Volvo used. It is used to hold the pulley when one removes the bolt. The normal and turbo six cylinder engines were industrial motors built by VW. I should have remembered, I owned two cars with these motors.
