Yes it is a turbo. The brown/red side is the exhaust/hot side of the turbo with a wastegate. The silver half is the air inlet side that feeds compressed air to the engine. The gold deal is the wastegate actuator.

Now what it's from I don't know. You'll probably have to pull a number off the unit to determine that.
