Is this a numbers matching car?
Is this a numbers matching car? Chassis #: 11830257 Engine #: 3280414. Based on my research it seems this is a USA 1968 911 coupé and the engine is correct for the year...but is it correct for the car? Where can I find that kind of information?

If the seller really wanted top dollar, (thought it was #s matching), he should/would have invested in a COA.

Almost certainly numbers matching. As a rule of thumb, the farther into the model year the car is, the more likely the engine number will be in the range of 1.6-2X the chassis number. This is because there was one engine assembly line (for each model) and two chassis lines: one for coupe and one for Targa.
