912 VIN stamp gone

A friend has a extremely nice 912 that he wants to sell- It has a clear title with a Porsche 912 serial number that matches vin under dash- At some point california put their own plate(same vin as under dash) over where the factory stamp in the front trunk next to smugglers box-

Is it a BAR issued plate? Might have been when the car was still under smog and a Euro import. It may be no more than something from being a gray market car way back when.

If it is blue it is a California assigned vin that is placed on the car by CHP. Could be a theft recovery or a rebuilt car. I've seen them on cars that were spliced together.
They are not a good thing.
