Can someone please confirm which year these hinges are from and a possible valuation?

'69 for sure (famous last words). Don't know about '70 & '71. I believe '72 & '73 were painted black.
Prices range from $200 to $500 for the pair.

Is the valuation per pair or for both pairs?

X2 for both set of hinges, if you have the cross bar that holds them together.
