the symptoms also sound like fuel line fouled and gets plugged when low demand.
I wouldn't adjust the ECU to raise the idle yet. you seem to have a component problem.

could it be the parking lights are on and not the headlights---only happens when the headlight switch is at first out position and not all the way out.

I had this fuel swap happen a longtime ago on re-assembly and it only limited fuel delivery. Did not notice any affects on components.

there are 4 bolts--look back around the tie rod...

fuse 11

get a wiring diagram and find all the loads for fuse 11. you can disconnect some at the fuse panel hot side.
remove power to all the loads and insert fuse--does it blow? if fuse is ok add one...

wiring or mechanical/hoses?
relays, fuel supply and return correct to the engine, no kinks in hoses to prevent flow (had this happen too).
fuel tank known to deliver past the screens at bottom?

what I was trying to say was that the gauges (a fuel gauge and tach) are available from owners in the states. I gather that you may not want this choice, but replacement of the gauges is an option...

a 71 with a 1.8 and only 42,000 miles and no rust. not original, big claim when key areas are not shown. engine, side panels, underneath, trunks, wheel wells.
