I'm a total electronics noob. I can't tell if this solder joint is bad or if that stuff is something that's supposed to be on there. There are about 5 locations on the board that look similar.

Ive never had an o2 sensor. Theres a homemade test pipe where the cat was, and the PO said he likes it running a little rich and the performance was better w/o the o2 sensor.

Also I put in the Steve Wong chip a week and a half before this issue started coming up and set the idle to 880 with the jumper in. Don't know if that could have anything to do with it.

Lowered the engine again and replaced the crank...

Lowered the engine again and replaced the crank pulley seal properly and after putting it all back together (minus the exhaust and bumper) it won't start again. Going to troubleshoot tomorrow.
