My 78 911SC usually starts right up. However, if it does not start immediately it will take at least 30 seconds of cranking before starting. Is this indicative of fuel filter or accumulator issues?...

I think the part above it is called the control box (#19 on diagrams), but I'm not sure of the lower piece.
