SOLVED
Timing tools arrived and found the helical gear on the intake cam was in a bind not allowing the vanos to move the helical gear therefore not changing cam timing at all on the intake cam.

I have a 2002 325I with 180k Just installed rebuilt vanos and new intake as well as exhaust cam positon sensors, still have P0340 code. Car starts kind of hard and has no power until 3500...
