My 99 R1100s had the low bars, below the triple tree, and I moved them above, then installed rapidgog barbacks. Without the location bolts the clip ons stayed in place, with or without the barbacks....

Front wheel is harder to remove than rear wheel on a R1100s. That being said if somebody really wants the bike, they just use a couple of 2x4's and lift the whole bike up and take it away.
