Find a way to rev it a brick, book or whatever on accelerator, if it doesn't go to 14+ volts you have a bad alternator or wired incorrectly. Not that uncommon to have a rebuilt fail quickly or be bad...

What was the voltage @ the battery car running say @ 3000 RPM W and W/O accessories turned on? Should be 14.5-14.7 range either way.
