Yes, but the fuel lines are too hard to for me to be able to squeeze them closed. (That's another problem I need to rectify).

Thanks for the thoughts. I'd forgotten about the possible diaphragm leak. I just checked, it holds vacuum and there's no sign of gas leaking there.

I followed the fuel-04 procedure from Clark's Garage and found that the volume delivered down the return pipe with the relay jumpered was ~250ml in 30 seconds. It should be 850ml.

Thanks for the helpful replies. I've replaced the fuel filter, pump and pump check valve already. I'll do as you say and inspect the fuel tank strainer.
