I followed the fuel-04 procedure from Clark's Garage and found that the volume delivered down the return pipe with the relay jumpered was ~250ml in 30 seconds. It should be 850ml.

Thanks for the helpful replies. I've replaced the fuel filter, pump and pump check valve already. I'll do as you say and inspect the fuel tank strainer.

Low fuel pressure

I've got a UK spec 1987 951. It runs very lean and lumpy. I've put a fuel pressure gauge on the fuel rail. I measured the fuel pressure by following the instructions here:
