82 SC Rebuild

Are porsche parameters close enough for the balance of the motor, or should I have the motor balanced and blueprinted. I think the shop said they could get to 1 Gram.
This is a stock 3.0 SC motor....

If I turn on the ignition switch the CD box humms. Should I have power at the coil at this point, or does the engine have to rotate to send juice to coil? Also, I don't understand the part about...

When I turn on the ignition, there is no juice at the coil.
Does the fuel distributor setting turn on the coil? That doesn't seem likely.
I did find the throttle arm...
