It's possible that a 'thrown belt' in a tire may not reveal itself on a balancer but could definitely cause the vibration you're having.

I'm having the same problem with my '90 cab. It overheats *sometimes* when the A/C switch is off. I've already replaced the thermoswitch and the fuses all test out OK.
