The voltage from the + terminal at solenoid to engine case bounced around a lot.

So I measured from +battery terminal to +solenoid as 1.4V.

The problem was the rebuilt starter had it solenoid replaced but the replacement was not good. It would not retract enough to get 12V to the motor, ie. weak.
