That is how they are intended. In Germany at the time (don't know if still true) you only put the parking lights on for the side facing the street when you are parked on the street.

I'm at 189,000 miles without anything done to the engine. It does drink about a qt every 800-1000 miles. The transmission is a different story, second is especially bad when cold.
