The tach signal loss usually points to the CDI box or one of its inputs or outputs in my experience. You could try checking the green wire from the distributor. That is pretty easy to do.

To answer your question. Yes, the turbo oil has to be removed to take off the belt intact. The only snag can be the pump fitting, which can be a little tight sometimes.
